Faculty

Patrick Bayard is the Supervisor of Community Investment for Sara Lee Coporation/Foundation. He has held this position since January 2006. In addition to his work with Sara Lee, Patrick is also Principal at Forthas Resource Solutions, a Chicago nonprofit organization to develop a job training system for Cook County residents. He received his bachelors degree from Hofstra University in Hempstead, NY, his Master of Science in Management from Saint Thomas of Villanova University, and his Master of Urban Planning and Policy from University of Illinois at Chicago. His interests are in Public Policy and Nonprofit Management. He teaches Nonprofit Management courses at IIT.

Patrick Blanchard joined the MPA faculty in 2006 as an adjunct professor.  Pat is a 1990 graduate of the John Marshall Law School where he also served as an Associate Justice of the Moot Court Executive Board.  Following 3 years of practice with the Chicago law firm of Clausen Miller, Patrick joined the Office of the Cook County State's Attorney where he currently serves as the Chief of the Special Litigation Division for the office.  Patrick's tenure with the State's Attorney's Office has included the representation of Cook County and related agencies and officials in all aspects of trial and appellate litigation.

Cesar Blanco comes from a military background. He served as a non-commissioned officer in the Army Corps and eventually retired as a commissioned Warrant Officer 4, serving in the military for a total of 27 years. He also entered the Chicago Fire Department in 1975 and retired in March of 2003 as Deputy Chief. He became an accredited federal agent in 1985 specializing in the investigation of general crimes, espionage, counter-intelligence, counter-terrorism, and protective services. His last 5-year federal assignment was to the Chicago FBI Division’s Joint Terrorism Task Force, from which he retired in March of 2008. He holds a Bachelors degree from Lewis University in Romeoville, IL and a MPA degree from IIT.

Richard Bonaccorsi holds an Executive Doctorate of Management, Case Western Reserve University; Master of International Management, Thunderbird (AGSIM); B.A., DePauw University. His interests include International Business and Public Policy; International Strategic Management and Marketing; Going global strategies; Local and global entrepreneurship; International organizations and negotiations; World Cultures and politics - In depth knowledge of Latin America; Practitioner-Scholarship.  

Kelly Brest Van Kempen teaches Managerial Communications for the MPA program at IIT. In addition to her MPA teaching duties, she is also an Instructor for the Chicago-Kent College of Law of IIT. She received her Master of Arts from the University of Utah and her Juris Doctorate from Chicago-Kent College of Law.

Roland Calia is a Visiting Assistant Professor in the MPA Program.  He teaches courses in American and comparative public administrative, public and nonprofit financial management, performance management and organizational theory. Dr. Calia has authored monographs on priority-setting in the budget process, local government financial condition, tax increment financing, and the Cook County property classification system. He also has served as a trustee of the Governmental Research Association and as a member of the Governmental Accounting Standards Advisory Council (GASAC). Roland Calia holds a Ph.D. in Political Science from the University of Chicago, a Masters Degree in Government from Claremont Graduate School and a B.A. in Political Science and History from the University of Redlands.

William Disselhorst has over 30 years experience in the Chicago Police Department with extensive experience in criminal investigations, field supervision, administration and management. He holds a Bachelors degree from Loyola University, a MPA degree from IIT, and a Certificate from Northwestern University Traffic Institute. He teaches in the Public Safety specialization.

Anne Draznin has extensive experience in higher education. At University of Illinois she held the prestigious position of Chair of the Department of Legal Studies from 2001 – 2006. She went on to become Professor Emerita of Legal Studies and Labor Relations. In addition to her education experience, she also spent a portion of her career practicing law in private practice and as a trial attorney. She received her Bachelors degree from Earlham College in Indiana, her Juris Doctorate degree from University of Illinois, and her Ph.D. in Public Policy Analysis and Administration from St. Louis University. She teaches Dispute Resolution for the MPA department.

Terri Gendel is an Adjunct Professor. She holds a B.A. from the University of Michigan as well as a Master of Public Health from the University of Michigan. Nonprofits and the Public Sector.

 Bruce Gockerman is President and Senior Advisor of the interdisciplinary economic and strategic management consulting firm Standard Deviation Econometrics Ltd. He is also the founding and managing partner of Gockerman, Wilson, Saylor and Hesslin, P.C., a 7 lawyer full service firm serving a multi-county market area responsible for the overall management, administrative, financial, p&l, and supervisory functions of the organization. Practice areas emphasize corporate, labor, real estate law, business litigation, and municipal law. He holds his Bachelors degree from Eastern Michigan University, his Juris Doctorate degree from Wayne State University, his MBA from University of Chicago, and his Doctor of Management from Weatherhead School of Management at Case Western Reserve University. He teaches Public Administration Law.

Greg Jackson holds a Bachelors degree from Northeastern Illinois University and an MPA degree from Roosevelt University. He is a former U.S. Marine. He also has much experience working in local government. He currently holds the position of City Manager for the City of Highwood in Illinois. His interests include strategic planning, human resources, information technology, and mission control projects.

Kendra Koivu is a Political Science PhD candidate at Northwestern University. She is the recipient of the Weinberg Dissertation Writing Fellowship in both 2007 and 2008. In addition to that, she was also awarded the Dispute Resolution Research Council Grant in 2006 and 2007 and the Center for International Comparative Studies Grant in 2004 and 2005. She has a Bachelor of Arts degree in Political Science from Stetson University in Deland, Fl.

Rick Kuner teaches two courses: (1) Strategic Planning and (2) Public Policy Analysis and Evaluation. He is a transportation and city planner with more than 40 years experience. He has worked in more than 70 communities in 23 states carrying our transportation, land use, and environmental projects. He has written many reports and articles as well as several transportation-related computer programs. He has a Masters in City Planning from the Massachusetts Institute of Technology and a Bachelor or Arts in Political Science with honors from the University of Pennsylvania. He completed a six-week course (Seminar on Quantitative Methods in the Social Sciences) at the Harvard University Kennedy School of Government. His civic involvement includes service as a Village of Oak Park Trustee, Co-Chair of Citizens for Appropriate Transportation, Chair of the Housing Programs Advisory Committee, President of the Board of Directors of the Oak Park Regional Housing Center, and Chair of the Park District of Oak Park Infrastructure Committee.

Jennifer Lin has much experience as an Assistant State’s Attorney in Cook County State’s Attorney’s Office. She has worked in the legal field for well over 10 years. She received her Bachelors degree from University of Texas, her Juris Doctorate degree from Chicago-Kent College of Law, and her MPA from IIT. She teaches Cyber-crime courses and seminars for the MPA department.

Richard Lipinski is a Senior Methodologist with the U.S. Government Accountability Office.  He has conducted numerous program evaluation studies that have focused on federal health care financing issues.   He holds an M.A. and Ph.D. from the University of Chicago.

Anatol Longinow holds a Bachelors degree in Engineering from Valparaiso University, and a Master of Science degree and Ph.D. from IIT. He has worked as an adjunct professor at IIT since 2001. Prior to teaching, he worked as a Consultant in the firm of Wiss, Janney, Elstner Associates, Inc. He teaches Crisis Management courses for the MPA department.

William Markle holds a Ph.D. from University of Illinois at Chicago. His main interests are public works and infrastructure management. He has been teaching at IIT since 1993. He teaches Urban Development Process for the MPA department.

Harriet McCullough has a Bachelors degree from Iowa State University, a Graduate Certificate in Training and Performance Management from St. Xavier University, and a Master of Arts from DePaul University. She has extensive work experience in nonprofit organizations. She teaches our Ethics and Responsibility course.

Ron Melka was appointed to the position of Business Manager of Aunt Martha’s Youth Services and Healthcare Network, one of the State’s largest youth service providers, in April 2007. Previous to his current position, Ron was President and CPO of United Way of Illinois (UWI). Ron brings with him a wide knowledge and experience in human services and the government relation’s arena. Before heading the youth agency, Melka was with United Way of Suburban Chicago as vice president of member relations and planning. Ron holds a Masters in Public Administration, with honors, from the Illinois Institute of Technology (IIT). He was recognized as the outstanding graduate student of the year in the Public Administration Program at IIT by the American Society of Public Administrators (ASPA) Greater Chicago Chapter. Ron also holds a Bachelor’s of Science Degree in Psychology and Sociology from Southern Illinois University. Ron is the father of four children: Anthony Conforti (U.S. Border Patrol Police), Amber Conforti (Environmental Scientist), Christopher (Assistant Supervisor, retail warehouse – Brookfield Zoo), and Catherine (Behavioral Health Counselor and teacher, Oak Forest Hospital Alternative School). He teaches in Nonprofit Management courses at IIT.

Gregory Peters's experience includes working as the Director of Finance and Budget for the Village of Oak Park, IL. He has much experience in Public Management. He holds a Bachelors degree from Loyola University and a MPA degree from Syracuse University. He teaches Public Finance courses.

Scott Peters holds a Bachelors degree from Macalester College, a Juris Doctorate degree from Washington University School of Law, and a Ph.D. from University of Illinois at Chicago. He has much teaching experience at the graduate and undergraduate levels. In addition to his teaching duties, he also has experience in private legal practice in real estate and land use litigation. He teaches public management, urban planning and policy, and law.

Charles Pounian has been teaching at IIT since 1984. He worked as Senior Consultant with the Chicago office of Hay Management Consultants, responsible for consultation to state and local governments in Personnel Administration. He holds as a Ph.D. and Master of Science from IIT and a Bachelors degree from Lake Forest College. He teaches Public Personnel Administration for the MPA department.

William Rattner has been the Executive Director of Lawyers for the Creative Arts since May 2000. Mr. Rattner graduated from the Wharton School of the University of Pennsylvania and Harvard Law School. He practiced law in Chicago for 38 years, most recently as a senior partner at Hopkins & Sutter. Specializing in business and litigation, Mr. Rattner practiced in state and federal courts throughout the country. He has served as an Adjunct Professor at Northwestern University School of Law; Columbia College Chicago; Illinois Institute of Technology Graduate Studies Program; and the Graham School of Continuing Studies at the University of Chicago. He is a certified mediator and arbitrator for the Circuit Court of Cook County. He has served as Chairman of the City of Evanston Board of Ethics; as President of the Chicago Chapter, and a National Director of the American Jewish Committee, and as a Trustee of the Evanston Art Center. Mr. Rattner is a member of the Chicago Department of Cultural Affairs’ Arts Management Service Network and City Arts Grants Review Panel, the Legislative Committee of the Illinois Arts Alliance and is a frequent speaker and lecturer on the legal aspects of arts and entertainment and nonprofit corporations.

Bernard Sieracki has been representing business and public interests to government and the general public for over 30 years. His experience includes work with the State of Illinois, the United States Congress, federal agencies, and several mid-western states. He acted as the media spokesman for major industries and has appeared on numerous radio and television programs. He holds a Bachelors degree from Roosevelt University, a Master of Arts degree from University of Illinois at Chicago, and a Ph.D. from University of Illinois at Chicago. He teaches Introduction to Public Administration for the MPA department.

Raymond Trygstad has broad experience and education in computer systems. He has designed and managed university undergraduate and graduate curricula in Information Technology and Management. He is an Internet/World Wide Web pioneer who established, maintained, and managed extensive multiple web sites dating back to 1994. He has formal U.S. Navy training and experience in formation security and over 17 years as a commissioned officer in the Navy. He holds a Bachelors degree from United States Naval Academy, a Master of Science degree from University of Denver, and is a Ph.D. Candidate in Computer Science at IIT. He teaches Cyber-crime courses for the MPA department.

Matthew Van Someren received a BA of Mass Communications and Media Arts in Radio and Television with an emphasis on screen writing from Southern Illinois University in 1999. In 2001, he left the U.S. to study at Edith Cowen University in Perth Australia where he studied Teaching English as a Second Language to Adults through Cambridge University’s C.E.L.T.A program. From there he traveled to Thailand where he taught English as a Second Language for three years. His experience there was wide and varied, teaching all age groups and demographics including: high school level and adult level Business English and Writing, professionals of Thailand’s Ministry of Energy Professional Development Program and the Ministry of Education’s Teacher Development Program. Upon returning to the U.S. he immediately began working for DePaul University’s English Language Academy (ELA), providing incoming international students to skills necessary for success in academic writing, where he has been for the past five years. He has also had the opportunity to teach at a few of the Chicago Area Community Colleges, including Oakton Community College and Triton Community College as well the Chicago Branch of the Universidad Nacional Autonoma de Mexico (UNAM) and The Marist Brothers Adjentes (Missionary Volunteers) program. Currently he is teaching at DePaul University, The Marist Brothers and Illinois Institute of Technology’s MPA program. He is also a graduate student at DePaul working towards a MEd in Bilingual /Bicultural Education with an emphasis on ESL with future goals of receiving a EdD in Curriculum Studies.

Ron Zitlow is an adjunct faculty member in Illinois Institute of Technology’s (IIT) Graduate Program in Public Administration. He has been teaching the Public Personnel Administration (PA 522) course to both Chinese cohorts and domestic students since the fall of 2006. Mr. Zitlow’s career covers more than 30 years of experience in a variety of progressively more responsible professional and managerial positions in the fields of human resource development and organization development in both the public and private sectors. His career began with the City of Chicago’s Department of Personnel progressing through a variety of managerial positions over more than eighteen years culminating as Deputy Commissioner of Staff and Organization Development Services. This was followed by sixteen additional years of experience working in the private sector for Schneider Electric / Square D Company, a global manufacture and provider of electrical equipment and services. Through a variety of management position, he provided services in management and executive development, organization development, and internal consulting. Mr. Zitlow received a Bachelor of Arts Degree in Economics from the University of Wisconsin – Madison, and his Master of Science Degree in Management of Public Services from DePaul University.
